I use a Program called Windowblinds for the theme all together you can get it here.. www.stardock.com
For my Icons I use IconPackager @ stardock too
For My cursors I use the app called CursorXP @ stardock too..

Stardocks Themes are located @ Wincustomize.com

1) I start with a wallpaper
2)build my theme(and color) around the wallpaper
3)add icons to match my theme
4) change the cursor if I want to match theme
